Many of our educational institutions have become in our time environments electronic learning on the Internet, and also became absolutely necessary for all developed societies and developing alike, especially in light of the rapid and quick modern communications technology changes, especially that this type of education-based network offers within learning systems virtual stand-alone offering opportunities and services andelectronic education decisions may exceedthe difficulties and limitations contained in the traditional education systems, if the courses electronic education admission and its contents for ordinary itis of paramount importance for the disabled also. On the basis of the right of students with special needs in the e-learning like other members of the community, came this research, which targeted this neglected student categoryin the Arab world and that they have the capacity and productivity are disabled because of their disability, which can be utilized and invested to the fullest for the benefit of the community, if they gave them educatedelectronically appropriate decisionsby electronic educational content designedaccording to the principles of their own scientificand specifications within the e-learning programs circulating on the Internet. The main objective of this research: acknowledge of the technical and educational specifications for the designof educational contentfor studentswith special needs in e-learning, and the ramifications of this main goal the following objectives: 1-knowledge of the general principles for the design of educational content for students with special needs on the Internet 2_knowledge of the functions of educational technology and its importance for people with special needs 3- Knowledge of the use of educational technology barriersfor people with special needs. Methodology: The following descriptive approach and method, to identify the technical and educational specifications for the design of educational content through the analysis of the results of previous studies and researches. Results: found the effectiveness of the e-learning method, and distance education to increase the collection of knowledge-related skills among students with special needs. Recommendations: 1-expanding distance education with special needs students. 2-development of e-courses and teaching methods to conform with the capacity for people with special needs
