Abstract

Education occupies an important place in any society, because of its important role in the communities' growth and development. With the developments in all areas of education, traditional forms became unable to accommodate all its applicants. Therefore, it has been begun to think of other alternatives to match the rapid developments in knowledge and methods of communication. This led to the appearance of new concepts of education depend on the learner himself, help him in the ongoing training, and the search for knowledge by new and innovative teaching aids. Distance education is considered one of the most prominent formulas developed. It is a relatively recent method in education, dependent on the presence of the learner in a place far from the book or the teacher, or even a group of students. It is composed of a set of elements associate and affect each other, in which assessment is considered of its most important components. The development of distance education must be matched by new methods of assessment and evaluation. This impose the design of innovative methods otherwise the traditional assessment, such as the international questions banks. It is defined as safe places in where diverse groups of questions with different levels in the estimation of the ability of certain are placed. It is easy in the way to withdraw or add a group or a number of questions of related psychometric characteristic. It also interest in building an international center and network questions banks related to questions banks of each country, with the aim of improving the assessment methods and processes in the member countries, to access to more comprehensive of the determinant results of the systems and educational programs outputs. This paper addresses item banks and the international  item bank, in terms of its concept, importance , stages of preparation , and questions storage systems.
