Abstract

The Higher Education in Egypt is undergoing a sharp crisis including all its elements, starting with staff members, the student, the curricula, to the educational system, and its ways and requirements of study,  as well as the administrative etc. The Egyptian universities today is attempting to benefit from e-learning programs, in developing the educational process after a great retreat in the past two decades. In spite of the existence of important steps that have been achieved in this respect, especially on the level of providing equipments and labs, ensuring communication with the internet, the traditional ways of learning is the prevalent in all the universities in general.  
In addition to the fact that many of the equipments and laboratories which have been prepared for the purposes of e-learning, have been exhausted before being invested or exploited in other purposes like providing internet services, or the computer labs, and in other cases used for the purposes of printing academic books, exams, and lecture halls. This paper concentrates on revealing the failures and fiascoes which stand as barriers in the way to applying the experience of e-learning in Egyptian universities, offering the proper and suitable solutions which may help in overcoming the problems of higher education to put it in line with the information and communication rise the world is now witnessing.
This paper also attempts to define what is meant by E-Learning and its requirements, trying to mention the previous literature and experiences of other countries, and to mention the positive and negative elements of its applications. In doing this, the researcher makes a comparison between e-learning and traditional learning. The study is supposed to come up with the following conclusions:

That e-learning includes several types like: learning via computer, electronic shows, learning via internet, learning via databases, learning via virtual setting, and employment of the technology of education.
Most of the studies on the e-learning outputs ascertain the efficiency this kind of learning in developing the students and teachers'''' abilities. The positive aspects of e-learning are like investing of time and effort, coming over the restrictions of time and space. The negative aspects are few; like weak interaction between students and professors, the scarcity of electronic equipments.
